There is also Replicant http://replicant.us/about/ , and you can use CyanogenMod http://www.cyanogenmod.org/ .



You can wait for the Tizen Phones to come out. There is OpenMoko http://openmoko.com/ , Jolla (Meego) http://www.h-online.com/open/news/item/MeeGo-to-return-next-month-with-Jolla-phone-launch-1722465.html , and you can get some phones with Maemo http://maemo.org/ .

If you mean for personal use, then the answer is...they use whatever they want. They know that they are not allowed to discuss certain things over any unsecured phone lines, so it doesn't matter what type of phone they use.



As far as the government goes, with regards to security and telephones, it's a simple rule. You do not discuss classified information over unsecured lines,and that means that there is almost NO circumstance that you would ever discuss classified information (or send classified emails) over a wireless device.
