Can I receive SMS on my laptop using a SIM card plugged in to a USB Adapter, and if so, with what software?

I have recently travelled to another country, where I found out that my 2G mobile phone has no network coverage. I am supposed to receive an extremely important SMS today or tomorrow, and have no time to pick up an unlocked 3/4G phone from Ebay (stores don't sell them here).

I have asked around and been told that electronic stores carry this USB plug that has a SIM card slot, and that if I insert my SIM card into my PC and download the relevant software, my laptop will start using my SIM card to receive SMS via USB. I have two questions:

1) Is this true?

2) What software can I use for my purposes?

2 with some mobiles (moto v6 is a good example) they can be plugged in and in the menu there is a thing saying sms. click it and that should work, but to my knowlage there is no software for other phones :(
