yes, yes, yes, and:

It has a code view and a design view. The design view is like "Word for Websites." Dreamweaver does better than most WYSIWYG (what your see is what you get) editors in making working code based on what you do with it's style view... but it will still foul stuff up from time to time. And the style view doesn't really look like what the final page does... not really.

HTML really wasn't designed with the idea of a wysiwyg editor in mind. Ultimately... if you want reliable working websites you need to write the html, css, javascript, php, and whatever else by hand... or use a content delivery system (wordpress).

Now the code veiw is actually pretty sweet. It will do syntax highlighting and offer tab completion suggestions based on existing code. It spots connections and links between pages and helps keep track of pages that move or get renamed. It just generally makes the really nasty work of building a site and lets you pump out your HTML. It will let you spell check any text that is visible on the page and makes it easy to find and edit included files such as style sheets and javascripts.

Yes you can edit the code in Dreamweaver but don't use design view !! It adds in extra code that the website does not need.

Yes it can do all that. It's a pretty handy tool. Why don't you download the free trail of the current version cs5 from adobe:
