You must a least have a microphone. Then go to
Start/Programs/Accessories/Sound recorder.
1. Press the "Start Menu" icon. Click the "All Programs" tab. Select the "Accessories" folder. Press "Sound Recorder."
2. Plug the microphone into the "Mic" port on your computer. Some monitors or laptops have built-in microphones. Press the "on" button if accessible.
3. Click the "Start Recording" button. Speak directly into the microphone, but keep it roughly 1 inch from your mouth.
4. Press "Stop Recording" when you finish. Enter the "File Name" in the "Save As" pop-up window. Select "Save."
5. Go to the "Save" directory. Double-click on the file to listen to your voice recording.

Most basic of sound recorders, saves files as .avi's I think. You could most likely find more sophisticated applications for recording sound with a quick Google search.

There is a build in program that you can click to open.
It records and plays sound and you can save the file to play anytime you want.
