Why didn't your anti-virus software detect this??

Just do a scan with your current antivirus. Additionally you AV should picked up any viruses as you opened/downloaded the file.

Run a scan with both Malwarebytes and your anti-virus.

Some nasty viruses will not enable you to download so use another computer and download to a thumb drive and plug the drive into your computer and run them.

When you have a problem, try the least invasive cure first. Resetting the PC is definitely not the first thing you should try.

The only viable way to get rid of something like that is by easing everything and reinstalling windows from scratch. Just type "reset this PC" in the lower left search box and follow the instructions. You really can't trust antivirus after you ran something like this and even experts could miss it searching for it manually.
