Are you using Excel? If so, first poster is mostly correct - you first have to select the cells you want to merge (and they must be contiguous).
I haven't used MS Works in a very long time so I can't help, I can only guess. Is there an option for table tools (or table formatting or something similar), either when you right click or in one of the drop down menus? If so, that's probably where it would be if its possible.
