You do not even have to install this - the portable version can be unzipped and started.
To really make some (graphic) changes to a pdf, Illustrator can be used as well.

Adobe Acrobat Pro would be the best but its pretty expensive

You need full Acrobat Pro. Reader is just that: a free ap for reading PDFs. Acrobat Pro is the one that lets you edit and otherwise modify pdfs.

You can create overlays to PDF files with PDF Xchange. It's a free download. To actually edit the text, you'll need to spend money, and there are a lot of shareware tools out there. One "free" way to do it is to print the document, scan it, OCR it and then edit the resulting text - but it's only free if you have access to a scanner.
