No Debian does not have a "wubi" type installer. Those types of installers are meant for people who are new to linux and want to try it out with the least possible hassle. They are not sure that linux is their thing.

Debian is meant for serious linux users and people who want a stable, long term, fully configurable and with complete control. Debian is not a distro for new users or people who are not prepared to get into the nuts and bolts of linux. I don't think the wubi version of ubuntu does very well with upgrading to a new release; which come out every 6 months.

The only way to install debian beside windows is a dual boot.

if you really need it, and it doesnt' support it, you could install it inside a virtual machine.

Unfortunately not however there is the option to Dual boot Windows and Debian

You download the ISO. image of Debian Squeeze or Linux Mint Debian Edition then you need to create a Bootable LiveDVD

Hmm. You don't seem to know what you want to do. In the main question you asked how to install Ubuntu in a virtual machine, and the additional details indicate that you want a dual boot. Seems strange.

No, at least not in the same way Wubi does it. Debian does have the Win32-Loader. It adds an entry to the Windows menu, but unlike Wubi it does not create a virtual file system. Instead, it simply chainloads GRUB to boot into the Debian installer. This makes it more equivalent to setting up a dual-boot using a CD (which is actually usually easier and safer than Wubi).
