My boss has given me the responsibility to find some decent Graph and Chart software to maybe bolt-on to Excel, so the charts can look a bit more aesthetically pleasing to the eye.
Power Plugs. Crystal Graphics is a pretty big company, so maybe check that out.

If you look further into the type of charts you can produce in Excel, especially with 2007 version, there are so many different types which you can customise and put in as aesthetically a pleasing format as you could wish for. even pre 2007 you have a bunch you can use in Custom Types. Also, how about using Pivot charts.

Word and Excel are part of MS Office, and as copyrighted material can not be legally downloaded for free from the Internet. However, do a Google for "Open Office". It is an "open source" (meaning free) program which is able to handle both Word and Excel files. Does about 99% of what those two programs can do. You can legally download Open Office from the Internet.

Gareth;
What are you trying to accomplish. Is this a formatting issue, or does your company require highly specialized charting abilities. Take a look at the link I provided. This is for customized charting. You can format a chart to look anyway you like in Excel.

I'm not sure why you'd need any third party software. Excel already has all the tools to do whatever you want with your charts. You can vary the colors any way you like; add background colors; vary the text; add drawing elements. You just need to learn the tool you have better.

Believe it or not Microsoft will probably have some nice templates if you go searching around on their site. Look around, you'll be surprised.
