YAKiToMe! http://www.yakitome.com is the best free text to speech website. It has the most free voices, mainly from AT&T, which has one of the world's best TTS engines. It has great features for turning text into mp3 podcasts. Check it out

Try a program called TypeIt ReadIt. It is one of the best text-to-speech freeware programs. There are some nice tutorials that will show the whole program in about 10 mins. http://www.schoolfreeware.com

Free Natural Reader 7 is, well, free.

It will give you the necessary tools for text-to-speech usage.

This isn't free but I think you have a trial or you can download the free version. Not sure.

This isn't free either. It only has trial version. It has a simple UI.

This is free. This is for XP and Vista users.

Not free. Free trial only. Requires very little things for it to work properly.

Dragon Naturallyspeaking has TTS (text-to-speech) RealSpeak a pretty good one. You can download trial version from here. But the size is huge!
