I used the command prompt to force windows 8 to boot into safemode cause it wouldn't start normally
I think I fixed the problem, but now it keeps booting to safemode even when I restart or shut down
How do I get it to start windows normally

Boot into windows (in your safe mode). Hold down windows key + r. Type "MSCONFIG" and press enter. This is probably set to start windows in safe mode constantly. You can select here that windows should boot into normal mode.

Once you have made the changes reboot. Hopefully this will fix your issue.

I had a similar problem that ended up being caused by by a windows update not installing properly. However, using system restore to go back a week or so fixed my problem. Drivers can sometimes cause problems as well, but if that's the case you should be able to boot into safe mode. If you can get the blue screen of death to come up again, try to copy down the information it shows you and do a search on google for what it tells you, you might be able to get some help there. Honestly though, without the Windows install disk, I'm not sure how much you're going to be able to do for it.
