Of course you can. I actually just wrote an entire dissertation on the very subject, but I'll spare you the 20 page version and just drop the short answers: Check out Joomla and WordPress. Joomla is a Content Management System for websites, it's free, scalable and template based. It's great for traditional style website. WordPress is even better. It's extremely flexible, supported in a way that would make Microsoft blush, and free. It's the ultimate in blogging platforms but it's abilities go so far beyond that. Of course to get the most out of any open source (the free part is redundant, if it's not free it's not really open source) you really should know XHTML, CSS, JavaScript and PHP. Not to any extreme degree but you should know what you're looking at and how to tweak.
