how to translate encoding in notepad and game?

I downloaded a Japanese game but when I opened the ReadMe (in Notepad) and the game, instead of Japanese I get random symbols. I'm assuming that these symbols are actually the encoding of the game and readme and I want to know if I can get my computer to display the actual text and not the encoding.

No it is impossible for you to convert coding to text. What you have to do is learn how hex and hexadecimal works and then get a hex editor program (winhex is the best) and find out where the text begins and where does it ends. Once you find that out now you must figure out which symbols represent what and replace the Japanese with English encoding. And depending on how long the game is it might take a few days to a year to finish coding the game into English
