Actually, theres a very inexpensive flash animation app that allows the budding flash designer to create simple games, even without programming. It's called "3D Flash Animator".

http://www.3dfa.com/

And when you need you wish to go beyond the basic features, you can start learning actionscript with this as well!

The best thing is, it has all sorts of cool animation effects build-in and even knows how to handle 3d objects! Have at you, Flash!

It is also much more easy to learn than flash. And all that for a mere $49 dollars. Not bad. I use both this and Flash, and, obviously, both have their good and bad points. However, 3d flash animator is really a good deal in my book. It might put the more 'professionally' inclined flash programmers off, but it's a great little program that does all sorts of things you CANNOT do for the life in Flash without outside help.

Try it, you might like it. They have a trial available.

There's no BETTER tool for Flash programming than Adobe's own proprietary products. However, if you don't have the cash (and let's face it, Adobe's products are priced for professionals only), you can acquire a compiler and IDE for AS3 at no cost. Adobe's free Flex SDK gives you the compiler, and there are a few free IDEs including FlashDevelop. In principle, you can basically do anything with these that you could do with Adobe's software, it just might take more work.
