i just changed to windows 10 today and i wanted to change my language from spanish to english so i could follow a tutorial, but it wont let me change it to the predetermined language,what can i do?

Parameters of what you wish to do is required, I am doing some app development and language changes OK, I am assuming you perceive Windows error when it is the app or website that was not programmed to accomodate Spanish language.
Although Windows do have one step shorter than Android in this regard: in Windows 10/8, while much better than Windows 7 in multilanguage, if the installation and stored language is English, that is the language that says "Life at a Glance" and other Windows OS UI parts that is shipped with Microsoft Windows media (or download for digital entitlement purchases) and signal apps to run in Chinese/Spanish/whatever language but Android one-ups this in changing everything including Android OS UI to the language chosen. With Language Pack downloaded the OS UI language itself changes slowly. Not as instant as Android though.
You can do this in either Home or Pro Edition, I have Home only.

You can only change the language in the PRO version, same as with windows 8 and in windows 7 it had to be the Ultimate version.
IF you have the pro then you must download the language pack for English.

In Windows Vista, sound recorder stopped using effects. In Windows 7, I get the BSoD often. In Windows 10, they stopped doing Windows Movie Maker and Sound Recorder. Stay with Windows XP.

You need to tell us which steps you took to do this. Saying you can't do it can either mean you didn't do it correctly or that there is actually something wrong.
Here is a link on steps to do it. See if what you did varies from this
Go to settings(press windows key+i) - time and language - region and language -select the language you want

Just go to Settings > Time and Language > Region and Language. Then download the English language pack and set it as default. Restart and you're done :)

You must be an administator logged in with a Microsoft account to make those changes a local account not logged in with a Microsoft account Evan if it's an administator won't work

you can only change language in pro version if you have to go to boot menu for boot menu restart your computer wile starting press f10 or f9 or f11 or f12 or insert or del after entering in boot menu go to language option than than choose your desired language after choosing press f10 than click on save and exit
