Windows Installer doesn't work? Please help!?

I'm running Windows Vista Home Premium 32-bit. Every time I try to install something I get an error saying 'Windows Installer could not be accessed''. I've tried looking online for solutions and searching for the msiserver service in the registry but I can't find it. It's not under 'Services' tab either. I tried to download and install the Windows Installer from the microsoft website but it keeps telling me this update does not apply to my system. I can't find any solutions that work online, and I've got 9 important Windows Updates awaiting (which are failing to install due to Windows Installer being unable to be located I'm assuming) and I've got lots of programs I need to update but can't. Please help!

Go to the Microsft download area and install the latest version of Windows Installer.

The text of the Error is irrelevant.



The Hexadecimal Code that displays with it is RELEVANT.



Use Google to search for the Error code, and the solution will be revealed.

If nothing eventually works, get an externall hard drive, back up what you want, and format the PC. Reinstall windows and everything will be set. Good luck!

Check your System Event Viewer for errors which will provide further details. Post them here (important: source and event ID number).
