I know that excel files can be saved as a HTML but they have no interactivity for example: I have a text-box that is linked to a filter but when i open the HTML file i cannot use the text-box.
Any suggestions on a fix would be greatly appreciated.

It depends on your version of Excel. In Excel 2003, you could click on "File" and then "Save As Webpage. There is a checkbox to choose "Allow Interactivity". Then, when opening the webpage (and enabling the MS ActiveX control) you can manipulate the data.
In Excel 2007 and 2010, they've done away with this, to focus more on InfoPath and SharePoint for the interactive web-page options.
Help this helps!

I genuinely have used a similar technologies for my corporation. Drop me a line in case you go with to purchase it for an particularly low value. My workers use it to enter files and the manager can see the spreadsheets from everywhere and make changes too. You administration who can see the spreadsheet and who can genuinely replace it.

I know it's possible, but am unfamiliar myself. Try the links below for more information
Might not be exactly what you're looking for, but it's better than nothing.
