anyone know of completely free software that will scan my computer and change the settings of the internet??

i have downloaded things like the scans on pc pitstop for free but after they do the scan you have to pay for it to actually do the changes, the scans that i downloaded all said that there are twenty something changes that can be made to make my internet connection run faster! my internet connection is slow to begin with but i think it has gotten slower!

is there any scan that is free to download, free to scan and free to make changes to the internet connection????? please help, im desperate!!! it took literally 5 minutes just for this page to download!!!
