Messenger is an annoyance, for sure. To disable it, click on Start, Settings, Control Panel, Add/Remove Programs, and on the left side, click on Add/Remove Windows Components. Only click once! When the second box opens, find Messenger and click on Disable. Close Control Panel and messenger should be gone. Its a few more steps, but easier to find this way than through Administrative Tools.

If you have done the add and remove bit, and its still there then you may have to reload it, and then delete it from the add and remove. then check if there are any bits left behind by searching for them, you may have to delete then yourself, i had this problem and i solved it by doing as i said reloaded it from the web site and then deleted it.

It's a shame people don't read a question before answering.
If you open the messenger main window(you don't have to be signed in) you have the minimise, maximise, and close buttons at the top right hand corner. to the left of those you have a little box with an arrow pointing down in it called show menu when you put your mouse over it. click on that and then scroll to tools and select options. When the options menu opens click on general and then untick the box that has. Automatically run windows live messenger when i log onto windows. and also untick Allow automatic sign in when connected to the Internet. Click apply at the bottom and then OK. if your daughter then wants to use it she just needs to click on it's icon on the desktop to run it or go into all programs in the start menu to run it.

maybe you tried this but
start ---> control panel ---> add/remove programs ---> Windows live messanger and then click remove
If your control panel is in classic view ask to switch to category view (on the left hand side window) and choose add/remove programs there - make sure you have this option rather than add remove windows components (this is a different category on the left)
hope this helps!

Do a clean boot to your computer after you uncheck the desired boxes. May help. if you haven't already tried this!
