No its not possible in reality. There'll always be quality degradation in one way or the other. The question is what can you put up with.
There are mainly 3 settings you can play with when it comes to video
- Video data rate
- Frame rate
- Keyframe rate
Video data rate directly affects the clarity of the picture you are seeing. But if your source file is DVD clarity type then you can get good picture at low data rates. Dont go below 800 kbps
Frame rate doesnt affect the quality of video but affects its fluidity. Its the number of frames you see per second. If you reduce the frame rate below 20fps then you'll feel uncomfortable when you watch the video as you'll notice that the frame transition is not smooth.
Keyframe rate is the parameter you could play with. Keyframe rate is something related to the image storing. To conserve space the video is not stored as series of picture frames but as one picture frame followed by couple of frames which stores only the information regarding the difference between the two frames.Using this rate you can adjust how far apart you want the base picture frames to be. This rate will only affect your seek time ie while playing video, if you to suddenly jump to a particular scene and if the rate is set high then the computer will take time to jump to that location as it'll have to process upto that frame from the base frame.
You can also adjust the the data rate of the audio to reduce space. Dont go below 128kbps
You can do all this using total video convertor :-)

You are going to lose some quality with a conversion, you can minimize the quality loss by using a good compression codec. If you have a file that is too large, you can compress it with Digital Media Converter Pro. Use the MPEG4 format with the h.264 codec to get the smallest possible file size with minimal quality loss. Download Digital Media Converter Pro here:
Video compression always degrades quality, since compression removes data.
However, the degree of compression and the quality of the codec matters a lot.
You can download and play around with this to see the effects of different compressions :

compressing video documents heavily isn't a physically powerful thought because of the fact video documents themselves are very compressed and compressing them returned can shrink report length yet not plenty. incredibly you should look for softwares which could convert those documents into diverse formats like .dat into mpg or mpg into .avi or .wmv . Such softwares aspects the liberty to alter the bitrates ,photograph sizes and different good factors that could assist you to in lowering the report length quite even lesser than what you want. notwithstanding you should be attentive to that it could shrink the primary of photograph extremely reckoning on bitrate you choose . One such utility which i makes use of plenty is MMConvert.you may fairly discover it on internet.
