just finished building my pc and I’m getting a message that says “reboot and select proper reboot device or insert Boot media...”?

I haven’t installed windows on a flash drive and I have tried to fix the hard drive I don’t know what’s wrong with it

You pretty much answered your own question. You have to install an OS after you build the PC. The hard drive doesn't come with an OS pre-installed, so that's why you get that error message. You'll keep getting it until you install an OS. Just an FYI: You don't really "install" Windows on the flash drive. You create a bootable flash drive from the Windows 10 ISO file (through the Microsoft Media Creation tool or something like Rufus). From there, you boot off of the flash drive and then install Windows 10 on the hard drive. Once that is all done, your PC will boot into Windows. Then you install all necessary drivers.

You used a hard drive from another computer? Again, normal. You'll have to reformat and install everything from scratch.

when you start a pc there is a list of possible boot devices. if they are all blank then it cant proceed so it would instruct you to insert boot media, where the only other valid thing to do, is enter the BIOS menu and make some sort of adjustments or checks. Once you are ready to install an OS then just insert the OS media and restart the pc.

It's complaining because you haven't installed Windows or another operating system yet. The PC's got nothing to boot from, so it gives you the message to put in something it can use.
