Depending on which version of Vista you have, IE 7 is a part of the system and can't be UNinstalled. If you loaded IE8 on such a system, then just uninstall IE8 and it will automatically revert back to IE7. There is nothing to Reinstall.

I don't understand this using Windows Vista for free junk. Just install IE 8 why even worry about IE 7. Don't you know IE 9 is due out soon. Instructions for installing IE 8 are found by following the link below.
