Like you can run Windows programs on Linux through WINE?
Is there any software like WINE for Windows that can make Apple Mac programs run on Windows?

It's allegedly possible it's claimed, but not without major, repeat MAJOR headaches, hassle and compatibility issues.
Personally, I would forget it if I were you.
Google 'Hackintosh' if you have the time to waste.

Unfortunately, since Mac is like a whole different computer range compared to windows, I don't think there is any way to, unless stated on the specific program which you wish to run on it.
I've tried several programs to try and fix this, but Mac is so different to Windows I doubt most programs would work.
Note: I haven't came across any other software other than WINE

No. There are no emulators that will allow you to run Mac programs on a PC. If you want to run Mac programs, you need a Mac.

You can run OS X in a virtual machine (like VMWare) but there are no emulators for it :(
