Yes Windows 7 is available for download , its release candidate(RC) you can get from here: http://www.microsoft.com/windows/windows-7/get/download.aspx this page also contains key for free and all the information which you need. Hurry up ! you can download it until 20-august-09 only for FREE. and The RC will expire on June 1, 2010. Before june-2010 you can upgrade to their retail version .
Also Microsoft has also released RTM version which is Release to Manufacturing , this means this is the final version which would be available on 22-october-09. But for lagal you directly downlaod it from Microsoft MSDN/Technet subscription or if you prefer you can also get it from torrent sites.

The RTM (the "final" version) is available, legally through MSDN, Technet or volume license subscribers (businesses) but all of these require paid subscriptions. There are significant changes in the RTM version from the RC.

Yes u can download from msn websit but it ill take a long time to dowmloade if u have any beta veri u can install and and give the prodect key u should have net conaction thean only u can install drivers it wont take vista drivers so think and install i am using windows 7 only it's good to use compar to vista

No, not at this moment. You can only get the product keys from Microsoft. You will be able to download it (pay money for an upgrade) in October.
