Running from a USB drive needs a few special steps. This website tells you everything (and automates the process!).

What happens if you right-click on the screen? What if you press ctrl-alt-F1? Ctrl-alt-F7?

Try starting Ubuntu with the recovery mode option. It shouldn't take more than 2 minutes to start up, generally speaking. You might want to try a more recovery-focused Linux Operating System if that doesn't work at all - R.I.P. (Recovery Is Possible) or Ikki Boot, for example.

Edit: the above is more helpful if your disk gets corrupted or starts failing, and I think you might simply not be using the LiveCD as a live environment - if you look at the boot menu upon starting from USB, one entry should be the 'Live' option.

Download the Ubuntu iso. Burn it to a disc. After it's all done, open the disc tray, turn computer off, put disc in tray and close it. Turn computer on. Computer will boot from disc and ask you if you want to install Ubuntu or run the Live CD. Answer Live CD and Ubuntu will run right from the CD without installing on the machine. Then you can access your files.

If you just want access to files, you could just use the live CD.
