Is there a picture editing software that would let me customize the image size?

I've never had this problem before, so I know it's a question that may come across as stupid to some, but what I mean is, is there some kind of picture editing software that will let me set the height and width on my own? I've tried to do this with Paint Tool Sai and this weird, random, photo-editing software called: Picture resize.

For example, I want to set my picture to 544 x 516 pixels. But whenever I input those in SAI or Photo Editor, either one or the other changes. It never has the dimensions I need, and it's quite frustrating.

If there is no photo-editing software that can do this, does anyone have any suggestions? Any help will be greatly appreciated.

What ever software you got keep it and read this. I think you are making some mistakes. When you want to change height or width suppose in this case

Height is 544 and Width is 516 when in the dialogue box of either of one you type 516 or 544 the other one change right. To avoid that you have to click button WHICH KEEP ASPECT RATIO. If the keep aspect ratio is selected you will face the same problem no matter which software.

Therefore, I suggest please first open your software and try to solve your problem. Other wise start using GIMP free soft. I had been using Photoshop and lot of others but recently started using GIMP. I do got Paint. Please use the url link.

You can use Irfan View with option keep aspect ratio

you might have "keep aspect ratio" turned on or something similar. I'm not sure since I use gimp not sai. There it's a simple check box.

I use Adobe Photoshop for all that stuff. You can change individual ratios. Hope it helped! :-)
