2. Convert the PDF to Word using AnyBizSoft, which can preserve the original text content, images and layout very well. Then you can fill the forum in Word format.

Adobe Acrobat Reader is just that, a READER. You can NOT edit. If you wish to create or edit PDF documents you need the "full" version of Adobe Acrobat, not just the reader version. -or you need another program with PDF read & write capability, there are a few, but not many of these because the software developers would have to pay a royalty to Adobe to market these, and most choose not to do so.

Adobe Reader is just that, a 'reader' and cannot edit documents.
Print out the application, fill it out, scan it or fax it back to them.
You can also purchase Adobe Acrobat which will allow you to modify PDF files.

You can't "edit" PDF files with Reader. If the PDF file is "fillable" (that is, if you lead it in reader, and you can click on the fields and enter text), then you can fill it out and at least print it.
If the file is not "locked," you may be able to save a copy with your data included. Usually, the file will state this at the top or when you load it.
If you can enter anything in the fields, you have to print it and fill it out by hand.

You can do it in Adobe Reader ONLY if the person who created the PDF set it up for online input. Most don't. They create PDF files that must be printed to paper. If the PDF can be edited, your cursor should be able to navigate the fields.

Open it MS Word. If that doesn't work, use the (free and open source package) OpenOffice. I edit and add to PDF's all the the time with Open Office
