Depends on the type of chart or graph you have created. Right click in the created graph and select Chart Type. There you can select from Columns (vertical for data) or Bars (horizontal for data). In making these changes it also swaps the axis.
You could also swap the layout of your data. Highlight all, Edit > copy then move to another sheet or area of the current sheet and Edit > Special Paste, check Transpose. Then recreate the graph with this layout of data. But the first method is the easiest without redoing anything except the Chart Type.

You don't say what type of graph or chart it is, but if it is a pie chart, then all you need do is right button of mouse on one of the sectors down to format data series, click on option and then you have the angle box where you can type in a figure and it will rotate by that amount. If it is a line or column graph then rotating is not possible, all you can do is change the gap between lines/columns or change to a 3D version.

You just click on the graph right at the margin and then there is the graph area pointers at the edges of the graph, and a rotating tool at the center of the graph. Click and hold the right mouse button and kinder drag it towards the direction of the angle to which you want the graph. Another method is you click on the graph and a graph tool bar appears at the tool bar menu then click the horizontal alignment window and type in the number of degrees you want to rotate the graph and like wise for the vertical alignment.

You could insert the graph as an object into another spreadsheet and rotate it that way.

from th menu bar ,choice the insert option and go to chart
then u can rotate any draft there.
