Open Outlook

Click on 'Services'

Click on 'Add'

Find and select 'Personal Folder'

Click 'Ok'

Location and select the pst file

Click 'Open'

Enter in the password and click 'ok' (if no password just click 'Ok')

Then just select all your contacts in the pst folder, then copy to your other contacts folder, when you are done with that remove the personal folder from Services.

You may need to adjust permissions on the pst. Restriction could keep you from accessing the file.
