Converter for converted result AVI File to be of 700-900 MiB?

Question

I have 1.5-1.8 GiB movies and don't have much impressable quality. It's quality is just like of normal .avi file of 800-900 MiB. I have tried 2-3 converters and tried to convert it but it always go more than a GiB or two. So i want a converter or any good manual settings to convert a 1.5-1.8 GiB file to nearly 700-900 MiB as available like DVDrip's. Can u plz suggest some -
