You use adobe acrobat professional and but that's not free.

You cannot edit pdfs. You could use the text selecting feature of foxit reader to copy and then paste the form into word, but the format might get a bit messed up. The idea with pdf forms is to print them out usually.

I've been trying for years to find a free PDF editor, but so far, have not found one. That's what you have to have to fill in forms on the computer. Otherwise, you do what the rest of us do - print the form and fill it in by hand.
