First, make a PowerPoint file that has two slides. On the first page, you'll put instructions for the assignment, on the second page paste an image of the countries to label. The instructions on the first page should explain to the students how to add a text box along with any sizing/font adjustment you wish.
If this is to make a handout rather than providing a digital file to edit, paste the image and add white filled rectangular boxes where you want them to label the countries. Make sure the boxes are large enough for the students to write in them.

This would be easier in MS Paint. But in Power Point, put a text box over each area of the map and give the text box a border, you can set the map to be the background of the slide. Then, select the box and type.. will not work for slide show mode. And you can set the text box background to be invisible or a color.

Go on google maps and find the countries then screenshot and then paste it on the slide.
