Is there a (Free - Not A Trial) Photo App (download) with cool frames? (See below)?

I saw some pics the other day online that looked like they had actually been framed (had the persons name engraved at the foot of the frame like in a gallery). I'd love to play around with frames and clip art (like sticking a crown on someone's head). I have the old MGI Photo Suite II but there's nothing really ^fun^ in it.

That image editor you've got is actually very good if a little old now.



You can find tons of picture frame clipart at http://www.google.com/search?q=picture+frame+clipart but you can use Photosuite to daw most of these yourself.



If you want to try another image editor then there's loads of good free ones around - http://graphicssoft.about.com/od/pixelbasedwin/tp/freephotoedw.htm - shows 11 of them.
