Oracle 9i &10G Performance Issue from 2000-2003 Server?

Hi,

Since upgrading our database machine to 2003 server we noticed that the time to perform certian tasks with Oracle takes a lot more time. We've created a test environment in which we have a Windows 2000 Server with oracle 9i and a windows 2003 server with Oracle 9i. Both have identical hardware, software is just the OS and oracle. After monitoring the application while having it run here's what we found. The execute time in Oracle 9i/10G for updates and procedures in 2003 Server takes about twice as long vs in 2000 Server. Has anyone ran into this problem and know how to fix it?
