I think just restart your pc once and check if it happens. May some thread related to that file is still running and is not made free by the processor.

If you are not an administrator or the owner, the only thing I can think of is go into safe mode and use the dos commands to get to the directory and delete it from there.

A lot of people don't realize dos is still behind windows and can do more then you can in windows.

For example. C: means c drive the \ means drop a directory etc.

C:\pictures means go to C drive drop down one directory to the one called pictures,

then if you type dir it will show you all the sub directories within the pictures directory

Dos commands are not complex, just a lot of people don't realize you can still use them. In safe mode you are in the C drive before windows loads so you can move around without windows restrictions.

Well this could be the problem.

Right click the icon and click the share button. When that window comes up click stop sharing. Now try to delete it.

Otherwise it could be a virus and a program would help.

EDIT EDIT:

Have you tried my first solution yet??

You can't. It's a file that's purposefully put itself there with permissions of only another user. Usually a virus or marking file.

while you at the instant are not the administrator you're able to desire to make your self, to realize this persist with those steps: a million- bypass to regulate panel 2- bypass to consumer money owed 3- press on the backside exchange your account variety 4- click on "administrator" and press the backside "exchange account variety" now your account could desire to be the administrator of the computer. then to open the report as administrator: a million- suited click on the report and choose "open as administrator" 2- the computer will ask you while you're valuable approximately what you desire to do, and you're able to desire to press the backside "definite" 3- the computer now will open the report as administrator
