why am always getting the "checking file system on C" message whenever i reboot?

it says also that my system files type is NTFS.

Its because the computer was shut down improperly like a power failure or pulling the plug from the wall socket
so some sectors on drive C are corrupt
to rectify this if you are using Win XP PRO then go to My Computer>right click C drive and choose Properties>Tools>Error-Checking>check now
choose automatically fix errors
this will take about 30 minutes and show you the step by step progress after that the computer will reboot.

Yoru computer may think there are bad sectors, or you aren't doing a proper reboot. Turning the computer off by the power button or pressing reset could cause those problems. Have you let it do a full scan like it wants?

Try and do this scan (File checker)
Start
Run in the open window enter sfc /scannow and click ok
Make sure you leave a space between c and /
