I don't believe you can upgrade from Vista Basic - you would need to do a fresh install. I can't imagine retailers giving away free upgrades of Windows 7 with Vista Basic machines either.

Upgrade paths -

* Windows Vista Home Premium to Windows 7 Home Premium

* Windows Vista Business to Windows 7 Professional

* Windows Vista Ultimate to Windows 7 Ultimate

As long as you purchase a Vista computer from a participating retailer then you will qualify for a free upgrade to Windows 7.

Here are the participating retailers: http://www.microsoft.com/windows/buy/offers/upgrade.aspx
