Looking to buy new computer. I want to set it up to allow booting on Vista 32 bit OS or Windows 7 64 bit OS.
Is that possible?

Yes you can as long as the new computer has a 64 bit processor and mother board.
Recommendation: Use two hard drives, one with Vista and the other with Windows 7.
You will find it easier and they will not conflict with each other.
You chose which hard drive to boot off of in the BIOS.

yes you can as long as you can legally install the two versions. for example, per microsofts eula, you cannot install and dual boot a version that came with another computer, you cannot install system builders oem version to dual boot nor can you install an upgrade version and keep the copy that justified using the upgrade to dual boot. Basically it must be the the copy that came with the computer and a full retail version in order to dual boot.
One thing, before you do anything, be sure to backup any data you cannot afford to lose. accidents happen during installs.
