Question:
Does anyone know of program which blocks the start menu displaying a menu with logoff and shut down on click?

They use a program at school where on a non networked computer, one user account blocks the start menu and instead displays a logoff and shutdown context menu type thing. It also blocks a lot of other stuff for instance right clicking the taskbar and using icons in internet explorer. There is also an admin account which I don't think does this. Does anyone know what it is?

right click on task bar.

left click on task manager.

left click on processes.

left click on system idle process.

left click on End process button.

So--somebody has a feeling of humour? that's ok while that's the little guy or the battler or somebody who cant combat back yet make a humorous tale presently approximately something and you're crucified via the computing device Mob. You can do stuff like that using a feature of windows called group policy, read up about it. To start playing about with it go to start>run, type "mmc", from the file menu choose "add/remove snap in" choose "add" and choose "Group Policy Object Editor". You'll see there are 2 main sections, one for computer settings and one for user settings. Look around in there and experiment but be aware that changes made could potentially cause trouble with your pc.
