No. Your speed depends on the bandwidth provided by your ISP, and then on how many machines share that bandwidth. Also any machine with a spyware infection will seriously slow the network.

no offence, but to me that sounded like a very stupid question. The only time it would effect it is possible at very very high speeds, and also they program you are using to download the programs

It doesn't matter with which operating speed you have.
It only depends on your available connection speed.
It may be differ with higher intel processor or more memory RAMs
