As very unlikely as it may sound, it is mainly true. After taking only a quick look around there is some pretty shady stuff immediately visible to anyone. The majority of sites on there are basically the depths of legitimate websites from the surface web, and anonymous forums etc. However I advise care to be taken if you do look around a bit as it is a pretty major hang out spot for the likes of 'hackers', police and government agents (Supposedly). Basically the sort of people that you just plain don't want to have any dealings with, though the latter aren't really a problem unless you're doing anything illegal as simply being there is perfectly legal. I wouldn't recommend accessing anything outside of the hidden wiki using only the Tor browser as they do admit even on their own page that it is not entirely secure. The most anonymity you're gonna get is by combining Tor with a proxy and a VPN, also make sure you disable anything such as Flash or Java that could be manipulated to give anyone your IP address.
Basically, to sum up, be extremely careful and research the **** out of it before you do anything. Also, the place is riddled with viruses so make sure you've got a decent antivirus (Avast) and firewall up. And I think the ease of access may be exaggerated a little. There aren't pages that just say outright 'Buy your very own hitman here'.
I feel like I'm going on a bit here, but I'm just listing stuff in the order that it appears in my head. I sense a lot of down-votes coming my way but I am legitimately trying to be helpful. Ultimately the risk to interest ratio is not great, so I wouldn't really recommend going there without knowing what you're doing. I don't pretend to be an expert on this, I'm just speaking from a small amount of experience and from what I've read elsewhere. :)
Edit: Looking back at your question, I realise that I haven't really answered it. I don't really want to say what I saw there in case that is interpreted by someone as me going there specifically to look for certain unsavoury things, which I assure you is not the case.
