DST is early this year. Are they programed for the later date?

Lots of IFs here, please be patient.

If you have Windows Vista, you're already good to go. Vista came from the factory with the 2007 DST settings.

If you have Windows XP and you downloaded and installed the updates in February, your computer will change as it's supposed to. One of the updates in February was for changing the start and end times of DST.

If you have Windows 2000 or earlier, you can download a utility called tzedit (Time Zone Edit) which you can use to manually change the DST dates your computer uses.

Finally ... if you have an older version of Windows or you just don't want to mess with the download, you can change the computer's time manually. Just make sure you uncheck the check box for "automatically make Daylight Savings Time changes." Since in making the DST change manually you're relieving Windows of that duty, you don't want the machine doing an extra "spring forward" on its own.

If you are running Win XP SP2, there are updates from Microsoft at: http://support.microsoft.com/dst2007 Vista doesn't need any updates for it.
