get any half decent graphics program. Photoshop would be ideal, but GIMP (google it) is a free and really powerful FREE and legit image editing program. open the gif, resize it and save it to another file format, probably a JPEG

The easiest way to shrink the file size is in MS Paint to literally shrink the image. You also change the file type to something smaller like a jpeg.

If you have a photo editing package, then open the image then you should be able to do something called compressing the file, or saving it at a lower resolution willl change the file size, however this will also reduce the image quality.

There's a free version of Ulead Gif Animator somewhere out there that will do that.
