(It's a family PC, but my mum is an ITC person (but is in Holland so can't help) and I'm the only one that can fix this (my dad has low patience and doesn't have basic skills))

You just need to do some maintenance just like the ones stated here

http://www.microsoft.com/atwork/maintenance/speed.aspx

After you do the basic maintenance, you might want to do a full Virus Scan and Anti Spyware just to be sure

What version of Windows?

"my mum is an ITC person (but is in Holland so can't help)"

Not true, as long as you have Internet Access, you and she can install CrossLoop, free from:

Then, your mum can take control of your PC remotely and fix whatever the problem is.

It's NOT NTFS. Internet Explorer sounds like it got a bad file from Windows Updates, try Firefox, instead. Norton 360 is famous for causing these types of issues, Try turning it off and see if anything changes.. As for your other symptoms, maybe Windows got a bad file from Windows Updates, try using System Restore to roll it back to a day or two before the "Weird stuff" started to happen.

Then, there's always Malware, Norton may be out-of-date.

it could be a number of diffrent things, the most obvious is a virus/spyware/malwar program on your system.

you have probably got Windows automatic updates on, and you have just downloaded the new internet explorer (which doesnt have any bars active as default) you can change this by pressing the ALT button, view, toolbars and selecting the status bar, and any others that you want to stay up on screen in internet explorer.

there are other web browsers that you could use like firefox, safari or google chrome (just search for them) and there not usually effected by spyware like internet explorer is.

the slow and laggy nature of your computer could also be due to using too much memory (RAM), this could have happend with a update or startup programs, windows and internet explorer use a lot of memory, if you dont have enough, your computer will start using virtual memory which is a lot slower.

i prefer to advise formatting it and set up clean domicile windows 7. yet earlier you format it save your archives first through fact it is going to likely be erased as quickly as formatted. If it has a actual domicile windows 7, attempt to restoration it in production facility settings. once you install domicile windows, you may replace it then whilst end turn off computerized domicile windows replace.
