What is the best program to convert videos (avi or mpg) to DVD format?

Question

I'm looking for something that can convert mpg and avi files to a DVD format. I've been trying a bunch of trial versions - but can't find one that works. I don't want to spend money until I know that it works.
I need instructions in plain english...I don't understand all of the computer terms on some sites!
Is there a list somewhere listing the top converters that are available either free, or for a trial?
