I was trying to move my libraries from my SSD where i have my windows 8.1 and everything currently to my empty HDD. I went to the Windows (C - Users - User - right clicked on Downloads and went to properties and then location. Changed the location to EUser/Downloads. And clicked ok.

Then the "Downloads" came to the E: (HDD) but then I deleted it because it didnĀ“t go away from the C: (SSD).

But now when I go back to SSD and there is the "Downloads" it doesnt have the location tab any more so I can`t try it again.

Ok your problem is you just changed the folders address to the euser drive, however that did not move the folder just created a new one on the empty drive. Since you deleted the folder on the empty drive there is no longer a location to show on the location tab.

Recreate the downloads folder on the empty drive and restart computer, the location tab should now show the downloads folder on the empty drive and you can change it back to the ssd downloads folder address

Although "%SystemRoot%\Users" can be transfered to another location during or after the i nstallation of Windows it is plagued with problems.

You will find that Windows updates will likely stop working as with other critical features like BITS (Background Intelligent Transfer Service) used by Windows as well as a growing number of 3rd party vendors.

If you want to move your default location the best methods is to roll back or do a fresh install of Windows then instead of moving the users folder instead create a symlink from it to the new location then use using powershell create a data quota limit for the original location to 0 so all files a forced to be saved in the secondary location.

Creating a symlink: (process identical for Win7 as in Win8) http://www.howtogeek.com/howto/16226/complete-guide-to-symbolic-links-symlinks-on-windows-or-linux/

Why would you do it that way? If you want to have al the files in your downloadsfolder on your HDD just select them and right-click copy them?

If you want programs to download files to your HDD just do so in the settings of that program. For example: on Chrome just go to settings and type in "Downloads". In that section you'll find downloadlocation, just create a folder on your E: and type the location in Chrome eg. E:\NameFolder.

You can do this in almost every other program that downloads stuff, just google were to find the setting.

I hope this helped
