How do I draw a simple circle around something in a picture?

I simply want to highlight something in a picture by drawing a circle around it using gimp or photoshop. I tried the ellipse tool but that puts in a fuzzy moving circle. I can't believe it's been so hard to find the answer.

The ellipse tool is used only for making is a selection. The "moving" part is called the marching ants - it shows the extent of your selection - it does nothing to the image.
You need to stroke the selection in GIMP or Photoshop.
Make a selection, in GIMP hit Edit > Stroke Selection.
In Photoshop use Edit > Stroke.

If you want to HIGHLIGHT something in the picture, you can; (In Photoshop)
1. Make a new layer.
2. Click the 'ellipse' tool.
3. Make sure that the setting is set to 'Normal'.
4. Change the color of the highlight to whatever you want.
5. Draw the highlighting area (use SHIFT to draw a perfect circle).
6. After you have done it, go to the settings of the layer and change the opacity down to 50% or something like that.
That is the way you do it in Photoshop. I actually think GIMP is almost the same.
And, please explain what you mean by 'fuzzy moving circle'.

u can do ti by photoshop
1 select ellipse tool
2 draw circle around it
3 choice paths (window>paths)
it will have a window it name path .it has your circle and right click on the circle select stroke paths
(select brush > click ok )
it will draw by brush size
1st u need to brush size as u need
