How can I solve my problem?

Sorry, but I can't find a way to adjust that line. It's not a normal paragraph border, because it appears only over the first footnote on the page, not over each footnote. You can't just modify the footnote paragraph style to adjust it.

Word must be handling it in a special way.

Sorry.

The easiest way to do this is to go to your footnote and RIGHT-click. Select Paragraph, and reduce the spacing before your footnote to zero.

You can also change the whole style of Footnote text, so that all footnotes have the same spacing. (right-click and select Style, then Paragraph).

Look at the settings for headers and footers. That's where you can customize the default footnote items.

You don't just type the number and then superscript it as someone has said. You have to do it properly through references, footnotes and then it comes right as it should and each time you use it again it remembers the last number.
