In Photoshop, with your original picture open, do the following:

1. Press U to open the shape tool. Click the small arrow at the bottom right of the tool to get to the Custom Shape Tool (looks like a sea star).

2. At the top click the Fill Pixels icon (third one). Also at the top, click the small arrow next to the Shape dialog box to find the ready made heart shape.

3. In the Layers Panel, duplicate your original picture layer and create a new blank layer.

4. Click and drag on the blank layer to create the heart shape you want over the area you want.

5. Press W for the Magic Wand Tool and then click on the heart shape,

6. In the Layers Panel, select your duplicate picture layer.

7. CTRL + Shift + I , then CTRL + X

8. In the Layers Panel again, click the eyeball next to the upper heart layer and your original picture layer.

9. Now you should see a heart shape with your picture inside.

Good luck.

Try looking for a simple picture of a heart shape. Maybe a red heart with a white background. Use the magic wand to select the heart and delete it. Create a new layer over the picture you want to cut out. Copy and paste the white background over the area where you want the heart. You should be able to see it in the heart shape. If the white background isn't big enough to cover your picture you can either crop the picture or paint over it to match the white background. Flatten the image layers and crop to whatever size you like. That should work. That's how I would probably do it. There might be an easier way to do it but I'm not sure. I am new to Photoshop CS. Hope this helps....now that I think about it, I am gonna go try it. You can email me or message me if you have any questions.

I'd probably draw the outline first. Then make the selection with one of the selection tools, probably the polygonal tool. That may take a little time to get it just right. From there I'd fill the space inside the heart with white to clear up any stray lines. Click the "Selection" tab then "Invert Selection". Now erase all the white. You could invert the selection again for a clean shape or deselect to freehand. You will have to create a layer and delete the background layer. Save as .png or .gif because they allow for transparency.
