If the picture is in a layer on top, got to edit -> free transform. Then hold down the shift key (to keep the perspective), and drag the corner to enlarge and move the image. Double click inside the pic when done.

I think your easiest way would be with the Transform Tool.

First we need to unlock the layer your photo is on:

- In the layer palette, double-click the gray area to the right of the layer's name.

- This should bring up a small layer properties palette. Notice the 'lock layer' checkbox is unchecked. Click ok.

Your layer is now unlocked.

Next, with your layer still selected press Control+T (or if you're on a Mac, Command+T) and this will bring up the Transform tool. You'll see what is called a bounding box around the photo with 8 small points attached. If you pull on any of the corner points, you'll stretch your image. Holding shift while your pull will stop the photo from distorting (also called 'constraining') When the image is to the size and position of your liking, hit Return or Enter on your keyboard to commit your changes.

Go to change canvas size, and write down the width and height (in pixels). Then cancel out of box.

Select the Layer you want to resize, then hit Ctrl+T (or +T, on Mac) to bring up the TRANSFORM tool.

In the upper left hand corner you will see the Width and Height of the image. Change those numbers to match the ones you wrote down earlier, then hit Enter.

Simple:

Select the layer or layers that the image you want to stretch resides on from your layers pallet. (this can be located under Windows/Layers)

Than free transform the image by keying in ctrl T or going to edit/free transform.

You will see a box form around your image, stretch this box by grabbing its handles on each corner as you please.
